What Changed?
As part of its ongoing strategy to align immigration programs with labour market needs, IRCC has updated which non-degree programs are eligible for PGWPs:
- ✅ 119 new programs added — mainly in sectors like healthcare, skilled trades, and education
- ❌ 178 programs removed — especially those linked to low-demand jobs
- 🎯 Total PGWP-eligible programs now: 920
If your goal is to work after graduation and transition to PR through Canadian work experience, this list matters a lot.
Who’s Affected?
- If you applied for a study permit before June 25, 2025:
You’re covered under the previous PGWP rules — even if your program was later removed. - If you’re applying on or after November 1, 2024:
Your program must be on the new PGWP-eligible list. Otherwise, you won’t qualify for a post-grad work permit — which can derail your long-term immigration plan.
What About Degree Programs?
If you’re enrolled in a bachelor’s, master’s, or doctoral program at a DLI (Designated Learning Institution), you’re safe. These programs remain automatically eligible for PGWPs — no matter the field of study.
Why Is This a Big Deal?
For many international students, studying in Canada is just the first step. The PGWP allows you to gain Canadian work experience, which is often required for immigration pathways like:
- Canadian Experience Class (Express Entry)
- Provincial Nominee Programs (PNPs)
- Rural & Northern Immigration Pilot (RNIP)
Choosing a program that’s no longer PGWP-eligible could leave you with no path forward after graduation.
How Do You Know If Your Program Qualifies?
You’ll need to check your program’s CIP (Classification of Instructional Programs) code, which you can request from your school or find via Statistics Canada.
Then, check IRCC’s official PGWP eligibility list for applications submitted on or after Nov 1, 2024.

- If you haven’t applied yet — double-check your intended program’s status. Book a consult with us before committing.
- If you already applied — don’t panic. You may still qualify under the older rules.
- If your goal is PR through work experience — choose your program strategically, not just based on tuition or location.
