The OINP Entrepreneur Stream targets foreign nationals who wish to start a new business or buy an existing one in Ontario. The program is points-based and competitive, ensuring selected entrepreneurs bring substantial economic and job creation benefits to the province.
To be eligible for the OINP Entrepreneur Stream, applicants must generally meet the following criteria:
Business Experience: Minimum of 24 months of ownership or senior management experience in a qualifying business within the last 60 months.
Net Worth: At least CAD 800,000 for businesses in the Greater Toronto Area (GTA) or CAD 400,000 for businesses outside the GTA.
Investment Amount: Minimum CAD 600,000 in the GTA or CAD 200,000 outside the GTA to start or purchase a business.
Active Management: Entrepreneurs must actively manage the business and reside in Ontario.
Business Plan: Must present a detailed plan demonstrating viability and economic benefit.
Language Proficiency: CLB 4 or higher in English or French.
Job Creation: Create at least 1 full-time permanent job for a Canadian citizen or permanent resident (2 jobs for GTA-based businesses).
Submit Expression of Interest (EOI): Candidates submit an online profile detailing their experience, net worth, and proposed business.
Receive Invitation to Apply (ITA): Top-ranked candidates are invited to apply for the Entrepreneur Stream.
Submit Application: Provide business plan, proof of net worth, investment commitment, and other supporting documents.
Work Permit and Business Establishment: If approved, the applicant receives a temporary work permit to establish or purchase the business in Ontario.
Nomination for Permanent Residence: After meeting performance requirements (operating the business and creating jobs), entrepreneurs receive a provincial nomination.
Apply for PR through IRCC: Submit the permanent residence application to Immigration, Refugees, and Citizenship Canada (IRCC).
