Business Immigration – Manitoba Provincial Nominee Program (MPNP)

Manitoba Entrepreneur Pathway

The Entrepreneur Pathway is the primary business immigration stream under the MPNP. It allows qualified foreign entrepreneurs to immigrate to Manitoba by starting or acquiring a business in the province.

Basic Eligibility Requirements

To be considered under the Manitoba Entrepreneur Pathway, applicants must generally meet the following criteria:

Business Experience
  • At least 3 years of full-time work experience as a business owner or senior manager within the past 5 years

Net Worth
  • Minimum personal net worth of CAD $500,000

  • Net worth must be lawfully obtained and verifiable

Investment Requirement
  • Minimum investment of:

    • CAD $250,000 if the business is located in the Manitoba Capital Region

    • CAD $150,000 if the business is located outside the Capital Region

Ownership & Management
  • Must own at least 33.33% of the business

  • Must be actively involved in day-to-day management

Business Plan
  • A detailed and viable business plan is required

  • The business must operate on a for-profit basis

  • The proposed business must align with Manitoba’s economic priorities

Business Performance Agreement (BPA)

Before nomination, applicants are required to sign a Business Performance Agreement (BPA) with the Manitoba government.

The BPA outlines:

  • Investment amount

  • Business ownership structure

  • Job creation commitments (if applicable)

  • Timelines for business establishment

Failure to meet the conditions of the BPA may affect nomination eligibility.

Language Requirements

Applicants must demonstrate minimum language proficiency equivalent to CLB 5 in either English or French, proven through an IRCC-approved language test.

Exploratory Visit (Recommended)

While not always mandatory, Manitoba strongly encourages applicants to conduct an exploratory visit to the province.

This visit helps applicants:

  • Understand the local business environment

  • Assess market conditions

  • Strengthen the credibility of their business proposal

Application Process

  1. Submit an Expression of Interest (EOI) to the Manitoba PNP
  2. Receive a Letter of Advice to Apply (LAA) if selected
  3. Submit a complete application with supporting documents
  4. Sign the Business Performance Agreement
  5. Establish or purchase the business in Manitoba
  6. Apply for provincial nomination
  7. Submit Permanent Residence application to IRCC

  • Nomination by Manitoba does not guarantee Permanent Residence approval; final decisions are made by IRCC.
