The SINP Entrepreneur Category allows foreign nationals with business and management experience to immigrate to Saskatchewan by starting a new business or purchasing an existing one in the province.
Unlike passive investment programs, applicants are required to:
Actively participate in the day-to-day management of the business
Meet specific investment and net worth requirements
Operate the business according to a Business Performance Agreement (BPA)
To qualify under Saskatchewan’s Entrepreneur Category, applicants must generally meet the following criteria:
At least CAD $500,000 in legally acquired net worth
A minimum of three years of relevant entrepreneurial or senior management experience gained within the past 10 years
CAD $300,000 minimum investment if establishing or purchasing a business in Regina or Saskatoon
CAD $200,000 minimum investment if establishing or purchasing a business outside Regina and Saskatoon

Investment amount
Job creation
Economic benefit to Saskatchewan
The applicant must:
Own at least one-third (33.33%) of the business (unless investing CAD $1,000,000 or more)
Be actively involved in managing the business in Saskatchewan
Candidates submit an EOI to the SINP pool, where they are scored based on:
Net worth
Business experience
Investment amount
Language ability (if applicable)
Adaptability factors
High-ranking candidates receive an invitation to submit a full application.
Applicants may be required to:
Attend an interview
Verify net worth and business background
Finalize the Business Performance Agreement (BPA)
Approved applicants receive a SINP Entrepreneur Approval Letter to apply for a temporary work permit, allowing them to:
Relocate to Saskatchewan
Establish or purchase the proposed business
Operate the business according to the BPA
Once the business conditions are met:
SINP issues a provincial nomination
The applicant applies to IRCC for permanent residence
Certain types of businesses may be ineligible, including:
Passive investment businesses
Property rental or real estate development with limited economic benefit
Businesses that do not align with Saskatchewan’s economic priorities
