Further Updates on Canada's Temporary Foreign Worker Program Announce

On September 18, 2024, Minister Boissonnault, Minister of Employment, Workforce Development and Official Languages, announced further updates on Canada’s Temporary Foreign Worker Program set to take effect on September 26:
 
  1. 10% Cap on Low-Wage Stream: This limit now applies across Canada, including Traitement Simplifié in Quebec. However, employers in healthcare, construction, and food processing will be able to keep the 20% cap to address labour shortages.
  2. One-Year Work Duration: LMIAs for Low-wage Stream positions will now have a maximum duration of one year, except for the Primary Agriculture Stream.
  3. Refusal to Process Policy: Employers in Census Metropolitan Areas (CMAs) with an unemployment rate over 6% will be impacted, but healthcare, construction, and food processing sectors are exempt. CMA unemployment rates will be updated quarterly.
 
The Temporary Foreign Worker program fills labour gaps when no qualified Canadians are available. With more Canadians now able to take these roles, today’s changes will prioritize local workers and ensure the program supports our economy.
