2023 Recap on Canadian Immigration

In the dynamic landscape of Canadian immigration, 2023 brought about several noteworthy updates, shaping the pathways for individuals aspiring to make Canada their home. Here’s an overview of the significant changes throughout the year:

February 2023:

• Canada extended the visitor-to-work policy, offering a two-year extension.
• Caregiver pathway requirements reduced to one year of Canadian work experience.

April 2023:

• Implementation of an 18-month extension for the Post-Graduation Work Permit (PGWP).

May 2023:

• Introduction of category-based selection in Express Entry.

June 2023:

• Temporary workers now have the option to study part-time or full-time without a study permit.
• The first category-based selection for healthcare occupations took place.

July 2023:

• Category-based selections expanded to include STEM occupations and Francophones.

August 2023:

• First category-based selection for trades occupations occurred.

September 2023:

• Category-based selections expanded to include Agriculture, agri-food occupations, and transport occupations.

October 2023:

• Immigration, Refugees and Citizenship Canada (IRCC) sent 24,200 Invitations to Apply (ITAs) to sponsors under the Parent-Grandparent Program.

November 2023:

• Introduction of a new family-based humanitarian pathway for Colombians, Venezuelans, and Haitians.

December 2023:

• Financial requirements for study permit applicants increased.
• Waiver on the 20-hour per week work limit extended until April 30, 2024.

Express Entry in Summary

A total of 42 draws were conducted in 2023, including all-program, PNP-only, FSWP-only, and category-based selection draws. The lowest CRS for an all-program draw was 481, while the highest was 561. Notably, the lowest score for a category-based selection draw was 354 for agriculture and agri-food occupations.

IRCC targeted 82,880 Express Entry candidates for admission and has issued 110,266 ITAs in 2023 so far.
